The media and civil society are important entities that should also be urged to expose corrupt practices. In the past, the media has exposed numerous profile cases, such as the Tehelka scandal, however less sensational corruption is left unreported.Media entrepreneurs have interests that require favorable policy decisions and journalists have to be careful not to hurt these interests. Independent organizations however, have been more vigilant in their watch over corruption.The Public Affairs Center in Bangalore has developed innovative instruments, such as the report card methodology, to track down and expose corruption in the public services.
